Shandong Issues Water-Saving Industry Development Plan, Targeting a Scale of 100 Billion Yuan by 2027

 On June 23, journalists learned from the Shandong Provincial Water Resources Department that the department, together with the Shandong Provincial Development and Reform Commission, Shandong Provincial Department of Science and Technology, and five other departments, recently issued the "Shandong Water-Saving Industry Development Plan," proposing ideas, layout, direction, and pathways for the high-quality development of the water-saving industry. By 2027, the province's water-saving industry scale is expected to reach 100 billion yuan, and by 2035, the scale is set to double over the decade.

Key targets:

  • By 2027: Form more than 10 featured and competitive water-saving industrial clusters (parks); cultivate more than 2 national or provincial water-saving technology innovation platforms; establish a pilot zone for high-quality development of the water-saving industry in the Yellow River Basin.

  • By 2035: Double the industry scale compared to 2027; build more than 5 featured water-saving industrial clusters each with a scale of 10 billion yuan; become a national high ground for high-quality development of the water-saving industry.

Development layout ("2+2+N"):

  • Jinan and Qingdao as "dual-core drivers" — cultivate leading enterprises and industrial clusters with driving and leading effects.

  • Yellow River area and coastal area as "two-wing drivers" — The Yellow River area focuses on agricultural water-saving efficiency, prioritizing water-saving irrigation equipment, pipe manufacturing, and smart irrigation services to create an agricultural water-saving model. The coastal area leverages abundant seawater resources, advancing seawater desalination technology R&D, equipment manufacturing, and comprehensive utilization industry chains to create a national high ground for seawater desalination and comprehensive utilization.

  • Featured competitive water-saving industrial clusters (parks) as "multiple supports."

Four key focus areas: Advanced water-saving equipment and devices, new water-saving materials and chemicals, water metering monitoring and smart water-saving, and modern water-saving management services.
